Nadležne institucije sektora za obrazovanje
Republika Srpska, ten cantons in the Federation of Bosnia and Herzegovina and Brčko District of Bosnia and Herzegovina have full and undivided competence in education.
The competent ministries of education in Bosnia and Herzegovina are:
- Ministarstvo prosvjete i kulture Republike Srpske
- Ministarstvo za naučnotehnološki razvoj, visoko obrazovanje i informaciono društvo Republike Srpske
- Ministarstvo obrazovanja, nauke, kulture i sporta Unsko-sanskog kantona
- Ministarstvo prosvjete, znanosti, kulture i športa Posavskog kantona
- Ministarstvo obrazovanja i nauke Tuzlanskog kantona
- Ministarstvo za obrazovanje, nauku, kulturu i sport Zeničko-dobojskog kantona
- Ministarstvo za obrazovanje, mlade, nauku, kulturu i sport Bosansko-podrinjskog kantona Goražde
- Ministarstvo obrazovanja, nauke, mladih, kulture i sporta Srednjobosanskog kantona
- Ministarstvo obrazovanja, nauke, kulture i sporta Hercegovačko-neretvanskog kantona

Also at the level of Bosnia and Herzegovina, the following agencies have been established:
Agency for preschool, primary and secondary education
The Agency for Preschool, Primary and Secondary Education is an independent administrative organization in the field of pre-school, primary and secondary education. In accordance with the Law on the Agency for Preschool, Primary and Secondary Education ("Official Gazette of BiH", number: 88/07), the Agency has its headquarters in Mostar and two regional units, with headquarters in Sarajevo and Banja Luka.
The Department of the Agency in Mostar works on the development of the common core of curricula and programs, the Department in Sarajevo on standards of knowledge and student achievements, and the Department in Banja Luka on the development of secondary professional education and training, adult education and lifelong learning.
The agency is also responsible for other professional tasks in the field of knowledge standards and quality assessment, which are determined by special laws and other regulations.
Agency for the Development of Higher Education and Quality Assurance
The Agency for the Development of Higher Education and Quality Assurance was established by the Framework Law on Higher Education in BiH ("Official Gazette of BiH", number 59/07) as an independent administrative organization. The agency is, among other things, responsible for:
- determination of clear, transparent and accessible criteria for accreditation of higher education institutions and adoption of norms that determine minimum standards in the field of higher education;
- making recommendations on criteria for licensing higher education institutions and study programs;
- determining quality standards, analyzing quality, making recommendations to eliminate quality deficiencies in studies and higher education institutions;
- representation of Bosnia and Herzegovina in international organizations for quality in higher education;
- making a recommendation to the competent educational authorities on the accreditation of a higher education institution, that is, a study program, based on the opinion of the expert committee;
- procedure and decision on accreditation and licensing of higher education institutions adopted by the Ministry of Republika Srpska, cantonal ministries and Brčko District of BiH;
- maintaining the state register of accredited higher education institutions and others.
Center for information and recognition of documents from the field of higher education
The Center for Information and Recognition of Documents in the Field of Higher Education (hereinafter: CIP) was established by the Framework Law on Higher Education in BiH ("Official Gazette of BiH", No. 59/07), as an independent administrative organization. CIP is, among other things, responsible for:
- information and recognition in the field of higher education;
- coordination and international exchange of academic staff, students and programs in the field of higher education;
- through international networks of information centers (ENIC/NARIC networks), provides information to higher education institutions in Bosnia and Herzegovina, regarding foreign higher education institutions and programs as a basis for the recognition of degrees and diplomas for further education at higher education institutions in Bosnia and Herzegovina and represents Bosnia and Herzegovina in these networks;
- in accordance with the Lisbon Convention and its accompanying documents, makes recommendations to the Ministry of Republika Srpska, the cantonal ministries and the Brčko District of BiH on the recognition of diplomas obtained outside of Bosnia and Herzegovina with the aim of employment, continuation of education and realization of other rights arising from the acquired qualification and others.
Also at the level of Bosnia and Herzegovina, advisory and coordinating bodies for the education sector were formed:
- Conference of Ministers of Education in Bosnia and Herzegovina.
- Council for general education in Bosnia and Herzegovina.
- Rector's Conference of Bosnia and Herzegovina.
- Coordination forum in the field of education
- Coordination forum in the field of youth of the Ministry of Civil Affairs of Bosnia and Herzegovina and international partner organizations that implement projects in the field of youth in Bosnia and Herzegovina.
- Commission for coordinating youth issues.
