About healthcare sector

The field of healthcare in Bosnia and Herzegovina is under the jurisdiction of the entity (Republika Srpska), the divided jurisdiction of the entity and the canton (Federation of BiH), that is, under the jurisdiction of the Brčko District of BiH.

In Bosnia and Herzegovina, three laws on health care and three laws on health insurance are in force. In the Federation of BiH, there is a Federal Ministry of Health and 10 cantonal ministries of health, as well as the Health Insurance and Reinsurance Institute of the Federation of BiH and 10 cantonal health insurance institutes. Republika Srpska has the Ministry of Health and Social Protection and the Health Insurance Fund, while the Department of Health and Other Services under the Government of the Brčko District of BiH and the Health Insurance Fund of the Brčko District of BiH operate in the Brčko District of BiH. At the entity level, agencies for accreditation in health care were formed, namely the Agency for Quality and Accreditation in Health Care in the Federation of Bosnia and Herzegovina and the Agency for Certification, Accreditation and Improvement of the Quality of Health Care in the Republic of Srpska.

The Ministry of Civil Affairs coordinates activities in the field of health at the level of Bosnia and Herzegovina, and the activities are carried out through the activities of the Health Sector.

The Department for Health in the Ministry of Civil Affairs of Bosnia and Herzegovina has a role in the coordination of health policies at the state level. The activities are aimed at harmonizing the plans of entity authorities, defining strategies on the international level and ensuring efficient data exchange and cooperation with domestic and international institutions.

The health sector consists of two departments:

Department for statistical analytical work and reporting

Department for European Integration and International Cooperation

The Department for Statistical Analytical Affairs and Reporting, in cooperation with the competent health authorities, performs the following tasks:

Coordination and data exchange: Maintaining the basic principles of activity coordination and data exchange with domestic and international institutions in the field of health.

Updating and reporting: Updating, verification and processing of data for domestic and international reporting.

Health data: Exchange of data on addiction and other environmental impacts on people's health with relevant institutions.

Legislative acts: Drafting and monitoring of the implementation of legal and by-laws in healthcare.

Initiatives for improvement: Providing proposals for the improvement of existing regulations and the adoption of new ones.

Financing in healthcare: Analysis and initiatives to improve the financing system.

International agreements: Preparation and monitoring of the implementation of international agreements on health insurance.

Nomenclature and protocols: Creation and maintenance of data exchange protocols.

Information system: Preparation of expert analyzes for the improvement of the information system in healthcare.

Monitoring and evaluation: Development of instruments for collecting and processing data and a system for monitoring health activities.

Support to agencies: Providing professional support to agencies and professional bodies.

Research: Conducting research and making proposals for improving the quality of work in the health sector.

The Department for European Integration and International Cooperation performs the following tasks:

International cooperation: Cooperation and communication with international organizations, including the EU and the UN.

European instruments: Monitoring and initiating the implementation of European instruments and reform documents.

International agreements: Initiation, monitoring and implementation of international agreements and proposing related activities.

International agreements: Implementing procedures for concluding and executing international agreements and monitoring their implementation.

Conventions and declarations: Participation in the preparation, monitoring and reporting on the application of international conventions and declarations.

Harmonization of regulations: Analysis of the alignment of BiH legislation with EU regulations and participation in the preparation of laws in the harmonization process.

Participation in gatherings: Coordination of the participation of BiH representatives in European and world gatherings and conferences.

Financial aid: Monitoring the financial aid programs of the EU and other donors and initiating applications for them.

Project planning: Planning and preparation of projects financed from European and international funds.

Database of projects: Updating the database of health projects in Bosnia and Herzegovina.

Support to bodies: Provision of expert assistance to advisory bodies in the field of health.

Regional Center for Mental Health: Coordination of the work of the Regional Center for Cooperation and Development in Mental Health in Southeast Europe, communication with national coordinators and development of partnership relations with relevant organizations.

Competencies in the field of healthcare in Bosnia and Herzegovina are divided between the state, entity, cantonal and local levels.

State level:

The Ministry of Civil Affairs of Bosnia and Herzegovina coordinates activities in the field of health at the state level. This is ministerstvo cooperates with entity ministries of health and other relevant institutions to ensure harmonization of health policies and standards.

Entity level:

In the Federation of Bosnia and Herzegovina (FBiH), health responsibilities are divided between the Federal Ministry of Health and the cantonal ministries of health.

In the Republic of Srpska (RS), the Ministry of Health and Social Protection of the Republic of Srpska plays a central role in the creation and implementation of health policies, regulations and programs.

Brčko District:

Brčko District has a department of health that is responsible for health policy and services in the territory of the district.

Cantonal level:

o Cantonal ministries implement policies, strategies and regulations at the local level.

Local level:

Municipalities and cities have certain responsibilities in the field of public health, especially regarding the provision of primary health care and the implementation of preventive health programs.

Health institutions:

Health institutions, including hospitals, health centers and specialized institutions, operate within the framework defined by the entity and cantonal ministries of health. They are responsible for providing health services to citizens.

Health care in Bosnia and Herzegovina is implemented on the principles of solidarity, availability and comprehensive access, regardless of age, gender, religion and ethnicity.Health services are provided at the primary, secondary and tertiary levels of health care

The protection of the population's health is achieved through public health, and the rights of citizens established by law are mostly financed from mandatory health insurance.
