As part of regional cooperation, the second expert webinar dedicated to strengthening surveillance systems, risk assessment, and capacity-building in line with the International Health Regulations (IHR) was held on 11 February 2026. A representative of the Ministry of Civil Affairs of Bosnia and Herzegovina also participated in the webinar.

The event is part of a series of webinars contributing to the development of a policy brief on strengthening health security planning in the European Region, in line with the Preparedness 2.0 framework and the European Programme of Work (EPW2).

The Second European Programme of Work (EPW2) represents a five-year strategic framework for the period 2026–2030, adopted by all Member States of the WHO European Region at the 75th session of the WHO Regional Committee for Europe, held from 28 to 30 October 2025. The framework aims to guide collective action towards a shared vision in which all people live healthier and longer lives, with health preserved as a universal societal responsibility.

During the webinar, WHO presented tools and guidelines for using assessment data in preparedness planning and responses to health threats. Participants from Kosovo, Armenia, the Republic of Cyprus and Albania shared examples of good practice in surveillance, risk assessment, and planning responses to public health emergencies.

Special emphasis was placed on the importance of integrated surveillance systems, multisectoral cooperation, and regular capacity assessments to ensure timely detection and effective response to public health threats.

The Ministry of Civil Affairs of Bosnia and Herzegovina continues to actively participate in regional and international initiatives aimed at further strengthening health security and improving coordination in the field of public health in Bosnia and Herzegovina.
