The Ministry of Civil Affairs of Bosnia and Herzegovina Initiates Introduction of Special License Plates for Electric and Hybrid Vehicles

The Ministry of Civil Affairs of Bosnia and Herzegovina has submitted an initiative to the Ministry of Communications and Transport of Bosnia and Herzegovina proposing amendments to the Rulebook on Vehicle Registration to provide a legal framework for the introduction of special license plates for electric and hybrid vehicles.

These special license plates would enable easier identification of zero- and low-emission vehicles and could serve as the basis for introducing targeted traffic, parking, and administrative benefits.

The initiative proposes that, within the existing vehicle registration system, appropriate technical and regulatory solutions be considered that are financially justified, simple to implement, and aligned with the responsibilities of the institutions involved in the vehicle registration process. The introduction of special license plates would not merely be a matter of visually distinguishing vehicles. Such a system could provide the necessary foundation for the effective implementation of future measures aimed at promoting the use of zero- and low-emission vehicles, including potential benefits related to parking, access to low-traffic or restricted traffic zones, the use of designated traffic lanes or road infrastructure, as well as tax and other administrative incentives.

"Special license plates would enable clear and unambiguous identification of electric and hybrid vehicles in traffic. At the same time, they would provide the basis for implementing measures that different levels of government may introduce within their respective competencies. For this reason, we have proposed that the Ministry of Communications and Transport of Bosnia and Herzegovina regulate this issue through amendments to the Rulebook on Vehicle Registration," said Dubravka Bošnjak, Minister of Civil Affairs of Bosnia and Herzegovina.

Similar solutions have already been introduced in several European countries, although the methods of identification vary. Germany, for example, uses the additional letter "E" on license plates, while some other countries have introduced distinctive colours for the letters, numbers, or background of license plates. The common purpose of these solutions is to ensure reliable identification of vehicles that meet the prescribed environmental and technical standards.

The number of electric and hybrid vehicles in Bosnia and Herzegovina has been steadily increasing in recent years, creating the need for the gradual adaptation of the country's regulatory and transport systems to new technologies. The proposed initiative represents the first step towards establishing a comprehensive framework for addressing this issue. The final solution will need to clearly define the categories of vehicles eligible for special license plates, their technical design, the issuance procedure, and the conditions governing their use.

The adoption and amendment of secondary legislation governing vehicle registration fall within the competence of the Ministry of Communications and Transport of Bosnia and Herzegovina.

The Rulebook on Vehicle Registration is adopted by the Ministry of Communications and Transport of Bosnia and Herzegovina, while the preparation and implementation of the proposed solution would require cooperation with the Agency for Identification Documents, Registers and Data Exchange of Bosnia and Herzegovina (IDDEEA) and the competent vehicle registration authorities.
