PUBLIC CALL FOR CANDIDATES INTERESTED IN THE POSITIONS: EXTERNAL EXPERTS FOR THE PROJECT

Ministry of Civil Affairs of B&H, in accordance with Section 4 of the Annex 1 of the Agreement between the Swiss Agency for Development and Cooperation (SDC) and the Ministry of Civil Affairs of B&H on support of the Project of the Regional Health Development Centre on Mental Health in South Eastern Europe: “Strenghtening the Capacities of Mental Health Professionals and the Capacities of Users' Associations“, signed  on 19 June 2012 , in the framework of the Regional Health Development Centre on Mental Health in South Eastern Europe: “Strenghtening the Capacities of Mental Health Professionals and the Capacities of Users' Associations“ (hereinafter: the Project), funded by the Swiss Agency for Development and Cooperation (SDC) and implemented by the Ministry of Civil Affairs of Bosnia and Herzegovina in order to create conditions for providing technical support to the implementation of the Project, announces:

FOR CANDIDATES INTERESTED IN THE POSITIONS: EXTERNAL EXPERTS FOR THE PROJECT

of the Regional Health Development Centre on Mental Health in South Eastern Europe: “Strenghtening the Capacities of Mental Health Professionals and the Capacities of Users' Associations“

 

 

                 

               Under the supervision of the persons responsible for the Project of the Regional Health Development Centre on Mental Health in South Eastern Europe: “Strenghtening the Capacities of Mental Health Professionals and Users' Associations“ of the Ministry of Civil Affairs of Bosnia and Herzegovina, external experts on the Project will be required to provide professional  support to the implementation of the Project by the Ministry of Civil Affairs, in order to achieve Objectives of the Project.

In order to accomplish  the Objectives of the Project, three external experts will be recruited.

  1. External expert – Change Management

Number of experts.............................................................................................................................1

Specific tasks:

-          Design and develop training curriculum on „Change Management“ ;

-          Submit training curriculum on „Change Management“ to the RHDCMNH in order to be approved by the Steering Committee of the Project;

-          Develop a training Manual, after approval of the training curriculum;

-          Prepare Power Point presentations for the participants of the training ;

-          Prepare exercises to be implemented during the training;

-          Conduct training for 20 professionals in the area of mental health, through two workshops/three days each workshop;

-          Prepare the training evaluation report and make recommendations for the further activities;

-          Deliver the training evaluation report to the RHDCMNH (until February 2014).

Note:

All tasks of the external expert are conducted in English language.

All tasks of the external expert will be implemented in the period from December 2012  until February 2014, and according to the schedule specified by the Project (up to 15 working days).

  1. External expert – Performance/Outcome Evaluation

Number of experts.....................................................................................................................1

Specific tasks:

-          Design and develop training curriculum on „Performance/Outcome Evaluation“;

-          Submit training curriculum on „Performance/Outcome Evaluation“ to the RHDCMNH in order to be approved by the Steering Committee of the Project;

-          Develop a training Manual, after approval of the training curriculum;

-          Prepare Power Point presentations for the participants of the training;

-          Prepare exercises to be implemented during the training;

-          Conduct training for the 20 professionals in the area of mental health, through two workshops/three days each workshop;

-          Prepare the training evaluation report and make recommendations for the further activities;

-          Deliver the training evaluation report to the RHDCMNH (until February 2014).

  1. External expert – Developing Project Proposals to Fight Against Stigmatization

Specific tasks:

-       Design and develop training Curriculum on „Developing Project Proposals to Fight Against Stigmatization“;

-       Submit training curriculum on „Developing Project Proposals to Fight Against Stigmatization“ to the RHDCMNH in order to be approved by the Steering Committee of the Project;

-       Develop a training Manual, after approval of the training curriculum;

-       Prepare Power Point presentations for the participants of the training ;

-       Prepare exercises to be implemented during the training;

-       Conduct training for 10 representatives of selected Users’ Associations and 10 National Mental Health Coordinators from 10 SEE countries, through one workshop/three days;

-       Prepare the training evaluation report and make recommendations for the further activities;

-       Deliver the training evaluation report to the RHDCMNH (until October 2013).

Note:

All tasks of the external expert are conducted in English language.

All tasks of the external expert will be implemented  in the period from December 2012 until October 2013, and according to the schedule specified by the Project (up to 15 working days).

In addition to Bosnia and Herzegovina citizens, the foreign nationals may apply for  the Public Call .

Candidates interested in the positions of the external Project experts, who are Bosnia and Herzegovina citizens, must  fulfil the following conditions:

General conditions (Article 10 of the Labour Law in the Institutions of Bosnia and Herzegovina):

-       a Bosnia and Herzegovina citizen;

-       at least 18 years old;

-       that criminal proceedings are not instituted against him/her for the crime for which three or more years are proscribed by the law or that he/she is not sentenced to imprisonment for a premeditated crime, in accordance with the Criminal Code of Bosnia and Herzegovina;

-       that he/she is not covered by Article IX, paragraph 1, of the Constitution of Bosnia and Herzegovina.

All candidates interested in the positions of the external Project experts must  fulfil the following:

Special conditions:

-       University degree;

-       At least three years of experience in designing  training programs and conducting training in the area of change management in  the health system (for  the external expert at No.1), or at least three years of work experience in  designing training programs and conducting training in the area of performance/outcome evaluation  in the health system (for the external expert at No. 2), or at least three years of experience in designing  training programs and conducting training in developing projects  proposals in the health sector and experience in working with Users' Associations (for the external expert at No.3);

-       At least three years of work experience in health sector projects;

-       Fluency in English (oral and written);

-       Outstanding analytical and communication skills, and

-       Excellent organizational and planning skills, and experience in developing  professional documents.

Documents required to be submitted by the candidates, who are Bosnia and Herzegovina citizens:

1.       Applications with resume, phone number and address of residence (signed);

2.       Citizenship certificate (not older than 6 months);

3.       Candidate's statement that he is not affected by Article IX, paragraph 1, of the Constitution of Bosnia and Herzegovina  (certified by a competent municipal authority);

4.       University degree (nostrified degree if the univiersity is not completed in Bosnia and Herzegovina  or university degree was obtained  in another state after 6 April 1992, or for candidates who obtained university education according to the Bologna process, with university  degree also degree supplement); 

5.       Proof of relevant work experience (certificate of employer/employers for whom the candidate worked or works, or, only the candidate's statement on his/her work experience if such certificate can not be obtained due to the reasons beyond the candidate’s control ;

6.       Proof of participation in the health sector projects (certificate of employer/employers for whom the candidate worked or works, or, only the candidate's statement on his/her work experience if such certificate can not be obtained due to the reasons beyond the candidate’s control ;

7.       Proof of  English proficiency (oral and written).

           

Documents required to be submitted by the candidates, who are not Bosnia and Herzegovina citizens:

1.       Applications with resume, phone number and address of residence(signed);

2.       Copy of the passport ID page or another ID with photo ;

3.       University degree

4.       Proof of relevant work experience (certificate of employer/employers for whom the candidate worked or works, or, only the candidate's statement on his/her work experience if such certificate can not be obtained due to the reasons beyond the candidate’s control ;

5.       Proof of participation in the health sector projects (certificate of employer/employers for whom the candidate worked or works, or, only the candidate's statement on his/her work experience if such certificate can not be obtained due to the reasons beyond the candidate’s control ;

6.       Proof of English proficiency  (oral and written)

Documents to be submitted with the application must be originals or certified copies.

Note to foreign nationals:

For the applicants from Croatia, Montenegro, and Serbia, the documents to be enclosed along with the application must be originals or copies certified by the competent authorities of that country.

For the applicants, who are from English-speaking countries, the documents to be enclosed along with the application (except under item 6), must be originals or copies certified by the competent authorities of that country.

For all other applicants, who are not Bosnia and Herzegovina citizens, the documents to be enclosed along with the application must be translated into English and certified by court interpreters.

Note for all applicants:

The selection of candidates will be carried out after the interview.

All the candidates who apply on time and fulfil the conditions of the Public Call, and  are shortlisted, will be invited for an interview by the Commission for the selection of candidates.

In accordance with the terms of the Project, a service contract will be concluded with the selected candidates.

 This Public Call is published on the website of the Ministry of Civil Affairs of Bosnia and Herzegovina and remains open for 10 days from the date of announcement.

The announcement  on  the Public Call will be published in the daily newspapers: “Oslobođenje“, „Dnevni list“ and „Euroblic“.

Applications for the Public Call with the complete documentation should be submitted, either directly or via registered mail to the address: Ministry of Civil Affairs of Bosnia and Herzegovina, Trg BiH No.1, 71000 Sarajevo, titled: “Job Application - External Project Expert“.

Incomplete and late applications, as well as copies of the requested documents which are not certified by the competent authorities in the country of the candidate or by a court interpreter will not be taken into consideration.
